## Who the ICP is and when it applies

The ICP is the federal authority responsible for identity, citizenship and residency across the UAE. Golden Visa applications are processed by the ICP everywhere except Dubai, where the GDRFA handles residency. So an Abu Dhabi or northern-emirates business owner applies through the ICP channel, while a Dubai owner applies through the GDRFA. The eligibility rules and the AED 2 million business threshold are federal and identical; only the processing authority and some submission formatting differ.

## The business route, not the property route

The investor category can be met through qualifying real estate or through a business, and these are separate evidence trails. The property route needs a property valuation from a land-department-approved valuer; the business route needs an independent business valuation confirming your equity is worth at least AED 2 million net of debt. They use different valuers and methods and are not interchangeable. Owners of operating companies most commonly err by submitting a whole-company figure instead of their own stake.

## What the ICP business valuation must show

Three things: it must isolate your specific shareholding (a company worth AED 6 million does not qualify a 25 percent holder whose stake is AED 1.5 million); it must be independent and standards-based, prepared to IVS and RICS with methodology and valuation date disclosed rather than a self-serving round number; and it must be readable by a non-valuer reviewer, stating the equity figure, threshold and conclusion plainly with the working behind them.

## The documents an ICP application needs

Typically the trade licence and Memorandum of Association (mainland) or share register extract (DIFC/ADGM) confirming your shareholding; audited financial statements for two to three years or management accounts and bank statements; and details of debt secured on the business, because the threshold is net of debt. Where the interest is held through a holding company, the valuation looks through to the underlying businesses and values your effective interest.

Is the Golden Visa processed by the ICP or the GDRFA?

Both, depending on the emirate. The GDRFA handles residency in Dubai; the ICP handles it across Abu Dhabi and the other emirates. The eligibility rules and the AED 2 million business threshold are federal and the same either way, so the difference is which authority you submit to and some formatting, not the underlying requirement.

What is the business valuation threshold for the ICP Golden Visa?

AED 2 million. The threshold applies to your own equity in the business, net of debt, not the company's total value or its revenue. The report must isolate your specific shareholding and be independent.

Can I use a property valuation for the business route?

No. The property route and the business route are separate evidence trails with separate valuers. A property valuation supports the real estate route; the business route needs an independent business valuation of your company equity. Yes, provided your equity in it is worth at least AED 2 million net of debt. ADGM and free zone entities are valued on the same basis; the documentation differs by registrar. For ADGM the share register and audited IFRS accounts form the evidence base; for a mainland company, the trade licence and Memorandum of Association.
